Thank you for supporting me the last fifteen years as a member of our City Council. It has been a pleasure working with you to create a vibrant city where we can safely live, work, play, shop and learn. I am proud to have been able to be a part of the following:

  • Develop a fiscally strong City

  • Ensure public safety

  • Improve efficiency of essential services to residents

  • Attract new businesses and continue to be business friendly

  • Add major amenities (like our Aquatic Center and Conference Center)

  • I have also vigorously acted to protect our community from plans or projects that would create irreparable damage to our quality of life. 

Although much has been accomplished. If re-elected I will:

  • Continue attracting strong community relevant businesses and jobs

  • Increase recreational opportunities

  • Make our community more walkable and environmentally friendly

  • Increase communication with citizens

  • Enhance our overall quality of life

My wife (DR. Otoole) and kids have called Aliso Viejo home since 1989. It has been an honor to represent Aliso Viejo on City Council, and with your vote, I will continue to ensure our City remains the premier community that it is today.

Professional Background:

Urban Designer/Land Planner

Over twenty five years in the design/development business with an emphasis in project management overseeing; design, governmental processing, estimating/scheduling, and overseeing construction of large scale master planned communities. My primary area of expertise is in the preparation of large scale master/specific plans and urban redevelopment plans.

 

Education:

Bachelor of Architecture Degree from Cal Poly, San Luis Obispo

Graduate of the Leadership Southern California Program

 

Community Involvement:

City of Aliso Viejo City Council- elected in March of 2001 to present

  • Mayor in 2004, 2008 and 2015
    • Developed a fiscally strong city
    • Developed an efficient staff w/ Contract Services
    • Continued to fight against an Airport at El Toro
    • Developed a plan to defeat the proposed Postal sorting facility on Liberty( a 400,000 square foot facility operating 24/7)
    • Help make the City one of the safest in the Country
    • Help negociate four major development agreements
    • Worked hard attracting new businesses and companies (such as: Clariant , Microsemi, Telogis, Pacific Life, and Microvention)
    • Help to add major amenities such as the Aquatics and Conference Center and Quality Development
    • Help to create special events such as Snow Day, Founder’s Day and the Community Cup
  • Outside Agencies
    • Coastal Greenbelt Authority – 2001 to present
    • County Library Advisory Board – 2001 to present
  •  Saddleback Memorial Medical Center - Board Member - appointed 2001 – 2013
    • Chairman 2006- 2008
    • Member of the Strategic Planning Committee
    • Member of the Community Benefit Committee
    • Helping to address the public safety integration
  • Saddleback Memorial Medical Foundation – Board Member –appointed 2009 to present, Chairman- 2014 to present
    • Have helped raise millions of dollars for Saddleback Hospital
    • Co Chaired The Gala w/ Dr. Otoole2015 &2016
  • St. Mary’s and All Angels - Board Member - appointed 2004 to 2010
  • Aliso Viejo Planning Advisory Committee - appointed in 1994 to 2001
    • Chaired Committee from 1997 to 2001
    • Increased the design standards on all projects
    • Helped with the layout of the Town Center
    • Helped with the creation of Grand Park and Fountain
    • Helped with the transition from the County to the City
  • OCTA Advisory Committee - appointed in 1997 to 2001
    • Involved with how Measure M dollars would be spent
